  • Achieve universal coverage of hot school meals in all schools by 2030, ensuring that the remaining schools currently not included in the programme are integrated.

  • Institutionalize sustainable financing for school meals by introducing annual indexation of school meals funding in the Law on Education and developing mechanisms for co‑financing by local governments and parents.
  • Strengthen governance, coordination, and human resources for school nutrition by establishing dedicated structures within the Ministry of Education and Science and local education authorities, increasing salaries for school kitchen staff, and reinforcing the role of boards of trustees and parent committees by 2030.
  • Enhance monitoring, data systems, and transparency by developing a centralized digital monitoring platform, establishing monitoring plans and budgets, providing technical infrastructure and training, and creating a dedicated school nutrition webpage.
